In 1977 Highmark (then Blue Shield) commissioned H. Edward Black and Associates to perform a site search for a new headquarters complex.  At that time they wanted to remain on Harrisburg’s west shore and they occupied 125,000-square feet, which they needed to increase.  Working with Blue Shield, we agreed that their growth plan could be accommodated within a 165,000-square foot, first phase, and 165,000-square foot each phase thereafter.  The 20-year expansion plan would provide for a total of 600,000-square feet of space.
Several sites were considered, but a 44-acre site in East Pennsboro Township, Cumberland County, Pennsylvania, was selected and purchased.  and is now fully developed containing 660,000 square feet of space and 4,000 parking spots.  Two additional parcels were subsequently purchased adding 88-acres.
