H. Edward Black and Associates, Ltd. developed the Master Plan for Oakwood Hills, a 115-acre proposed residential and commercial mixed-used development in Cumberland County. Three tracts of land make up Oakwood Hills. Planned uses were identified through discussions with the Owner, evaluation of potential needs for surrounding uses and response to a market study geared towards the residential market.  Residential development is intended as the first stage of construction to build mass for the mixed-use commercial development; however, the commercial lots will be available at any time.
Current plans for the Musser & Mummau tracts include 396 garden-style apartments and 44 townhomes.  Residents will have access to a club house and swimming pool, green spaces, walking, jogging and biking trail and park-like settings.  The Rider tract masterplan includes professional offices, a bank, restaurants and a convenience store.
