Edward Black and Associates, Ltd. is part of a larger team of development specialists headed by Balfour Beatty Committees that is focusing on quality residential construction projects near important U.S. defense installations. Joining HEBlack on the West Point project team are Niles Bolton Associates, architects, and Balfour Beatty Construction, construction managers.

Our firm provided site and civil engineering design services for the development, including sketch plans, construction document preparation, and construction observation. Our firm was responsible for site layout, grading, utility placement, stormwater management design and permitting, erosion and sedimentation control and landscape design.

The project involved the redevelopment of an existing multi-family residential area including the demolition of 195 existing units and construction of 158 duplex and single family units. Our design team worked closely with representatives from Balfour Beatty Communities and the installation to work though design challenges including, steep slopes, view shed requirements, utility coordination, and existing downstream stormwater drainage problems. Relocation of existing residents also required detailed construction and demolition phasing coordination for site work and utility connections to ensure that existing residents could remain in their homes while the first phase of new homes was under construction.
