The Upper Allen Municipal site was an existing facility for which H. Edward Black and Associates, Ltd. was commissioned to complete Land Development plans. Planning for the 7.5-acre site required putting various pieces in the right location.
Improvements included expansion of an existing municipal building, relocation of the police department to provide a dedicated vehicular and visitor entrance for the 20+ police force, construction of a new EMS facility and accommodation of the existing fire department building. The site design maximized the site for building and parking within existing site constraints and created improved access to the various departments housed onsite.
